2026年10月8日、メリーランド州のNIHキャンパスで、米国公衆衛生の歴史が変わるかもしれない一幕があった。ロバート・F・ケネディ・ジュニア保健長官をはじめ、FDAや CDCなど連邦保健機関のトップらが一堂に会し、ワクチン被害の研究・治療を行うNIH直轄クリニックの設立を宣言したのだ。

今回の施策の核は、機能不全に陥っていた副反応報告システム（VAERS）の刷新にある。医師に対し、副反応報告への報酬支払いを認め、電子カルテと連携させて報告のハードルを劇的に下げる。ケネディ長官は「被害者を無視し、嘘つき扱いしてはならない」と明言し、長年行政の壁に阻まれてきた家族たちに「初めて認められた」という安堵をもたらした。

しかし、この「認知」の裏には、科学の名の下に隠されてきた不都合な数字が存在する。

2011年のハーバード大学による報告書は、すべての副反応のうちVAERSに報告されているのが1%未満であると指摘した。これまで「報告が少ないから安全」とされてきた根拠は、実は「報告する仕組みが機能していなかった」だけだった可能性がある。安全性の証明とされてきたものは、単なるデータの欠如に過ぎなかったのかもしれず、この1%という数字こそが、過去の行政判断の正当性を根底から揺さぶっている。

一方で、手放しでの歓迎には懸念も残る。バイデン政権下でNIHがCOVID-19ワクチン被害の調査を立ち上げながら、2022年に突如打ち切っていた事実が判明しているからだ。遺族の一人は「変化が起きると言われているが、私は実際にそれを目にしたい」と慎重な姿勢を崩さない。

「安全」という言葉が、報告の欠如によって維持されてきた時代は終わりを告げようとしている。NIHの新たなクリニックが、単なる政治的パフォーマンスではなく、闇に葬られた99%の被害に光を当てる真の科学的拠点となるかどうか。その答えは、今後提出されるデータの中にしかない。
