@RoryStewartUK @declanganley Maybe for the @RestIsPolitics Q&A you might consider the Irish Senate as a replacement model - indirectly elected so not to challenge the HoC primacy, vocational panels to bring in expertise to revise laws. Maybe not a carbon copy, but the general principle could be applied.
