The European Parliament vote mandating FREE carry-on luggage for all passengers is officially proceeding, and airline executives are unhappy. The new legislation requires airlines flying in and out of the EU to guarantee every passenger one larger carry-on bag and a smaller bag, free of charge. Consumer rights groups view the legislation as a success for travelers tired of extra fees. However, easyJet Chief Executive Kenton Jarvis has strongly criticized the proposal, labelling it a "lunatic idea" and "crazy European legislation."
Under the proposed rules, travellers will be permitted a 7kg carry-on bag with combined dimensions of up to 100cm, alongside a smaller under-seat personal item, without facing extra charges.
For years, budget carriers like Ryanair and easyJet have used an unbundled pricing model. By charging separately for options like larger cabin bags and seat selection, they offer extremely low base fares, which does allow millions of people to travel cheaply. If this legislation becomes law, airlines will lose a large portion of their secondary revenue. For easyJet, baggage fees accounted for a major part of their £2.5 billion extras income last year.
The loss of this income means airlines will likely raise base ticket prices for everyone to recover the costs. In addition to the financial impact, airline executives state the rule is operationally impossible. Jarvis noted that aircraft lack the physical space in the overhead bins to hold a suitcase for every passenger. In a recent interview, he stated, "There just isn't the space in the cabin, so that's another lunatic idea." He added that this would force staff to offload cabin bags into the hold, which causes major boarding delays. For passengers, this legislation could result in more expensive tickets and longer wait times at the gate.
