Well the Speaker and Deputy including the August house have their Legal Advisory who handle the legal matters including drafting bills. Therefore, I agree with @akol_lam that ordinary citizens play role in making laws.

Yesterday was exactly 12 months to the upcoming elections in the country as per the R-ARCSS. As the countdown has begun, the South Sudanese are reminded of the challenges facing that exercise so as to insist on free and fair elections on time.
