Israel was less than 20 years old in 1967. Its population was about 2.5 million people, and narrow enough in places that a jihadist army could threaten its heartland very quickly. Its military depended heavily on reservists because its standing army was small.

They were fighting a three-front war against three Islamic countries. Israel’s air force was small compared with the combined Arab air forces. The only way to be effective was to strike first and strike quickly. The Israeli surface attackers were torpedo boats operating near a war zone, not some massive blue-water fleet executing a grand world-war scheme. They were fighting for their survival, and they knew if the war was a long one, they would lose.

That's not special pleading and it doesn't excuse their incompetence concerning the Liberty, but it gives some explanation for their rushed judgment and it's simply preposterous to believe this tiny, young state, fighting a multi-front war for survival, decided it would be a good idea to knowingly attack a U.S. Navy ship, murder American sailors, and risk dragging the United States and probably the Soviet Union into a war where Israel's security would be the last thing they were worried about.

Further, Israel desperately needed American diplomatic cover to execute their defensive war; starting a direct crisis with the United States in the middle of a multi-front war would have been suicidal.
