نظام اختيار المكاتب الاستشارية الهندسية لمشاريع الدولة بين القديم الناجع والجديد الضايع. الكويت كباقي دول العالم تهدف الي الحصول علي جودة عالية لمشاريعها وان تتم في الوقت والتكلفة المحددة في العقد. وقد تبنت الكويت منذ قبل سبعينات القرن الماضي وحتي العام 2016 نظام البنك الدولي " لاختيار وتوظيف الشركات الاستشارية الهندسية " لمشاريعها المختلفة. وهو نظام متوازن يهدف الي الحصول علي جودة عالية للمشاريع ويتكون من عرض فني واخر مالي. تُقيّم العروض الفنية اولا وعلي اساس معايير محددة مسبقا لا داعي للتصدي لها. وعادة يعطي التقييم الفني بين 70 الي 80 نقطة والتكلفة المالية بين 20 الي 30 نقطة. ويتم اختيار المكتب الاستشاري الهندسي الحائز علي اعلا مجموع للنقاط ويرسي المشروع عليه. ومنذ العام 2016 تبنت الكويت نظام اختيار المكاتب الاستشارية الهندسية الصادر من الجهاز المركزي للمناقصات العامة " CAPT Regulation 49- 2016". هذا النظام يركز علي التكلفة وليس النوعية الفنية اذ تحدد المادة 53 " اسس التقييم و معايير المقارنة بين العطاءات" ترتيب اولوية العطاءات بقسمة التكلفة المالية لكل عطاء علي مجموع نقاط التقييم الفني الحاصل عليها والعطاء الفائز من يحصل علي اقل رقم. اذا استمرت الكويت في تبني النظام الجديد لاختيار المكاتب الاستشارية الهندسيه فسوف تعاني مشاريعها المستقبلية نوعيا و يتأخر انجازها وتزداد تكلفتها وخصوصا في ظل تواضع المؤهلات والخبرات الفنية. امل من الجهاز المركزي للمناقصات العامة " CAPT " ان يعيد النظر في الموضوع ويتبني نظام البنك الدولي المطبق في معظم دول العالم

On December 8, 2022, Celine Dion announced she had been diagnosed with stiff-person syndrome, a rare neurological disease that causes involuntary spasms and muscle rigidity.
