ECCC and ICRC Organize Seminar on the Updated Commentary on the Fourth Geneva Convention
On the afternoon of 26 August 2026, the Extraordinary Chambers in the Courts of Cambodia (ECCC), in collaboration with the International Committee of the Red Cross (ICRC), organized a seminar on the “Updated Commentary on the Fourth Geneva Convention,” attended by approximately 70 students and researchers.
The seminar aimed to enhance understanding of the interpretation and application of the Fourth Geneva Convention in the context of contemporary armed conflicts. The discussion focused on the principle of “good faith interpretation,” taking into account the Convention’s humanitarian object and purpose while maintaining a balance between military necessity and humanitarian protection.
In his opening remarks, H.E. Kranh Tony, Acting Director of Administration of the ECCC, emphasized the value of the seminar in providing participants with an opportunity to learn directly from experts about the updated Commentary on the Fourth Geneva Convention, as well as broader developments in international humanitarian law.
H.E. Kranh Tony stated:
“The Commentary on the Fourth Geneva Convention is of paramount importance in enabling all of us to gain a clearer understanding of the principles and various contexts in which the Convention must be applied, with the aim of effectively protecting civilians from abuse, persecution and mass killing during armed conflicts. I hope that the ECCC’s experience will contribute to the ongoing process of updating the Commentary on the Fourth Geneva Convention.”
During the seminar, Dr Abhimanyu George Jain, Legal Adviser with the ICRC Commentaries Update Unit in Geneva, delivered a detailed presentation on the updated Commentary and the methods used to interpret the Convention, taking into consideration developments in international humanitarian law and the realities of contemporary armed conflicts.
The seminar was organized within the framework of cooperation between the two institutions to share knowledge of international humanitarian law (IHL) with students and legal researchers. Under the Memorandum of Understanding between the ECCC and the ICRC, the two institutions will organize various activities to strengthen and promote research, knowledge exchange and experience-sharing related to international humanitarian law, including the IHL Moot Court Competition.

ECCC and ICRC Extend Cooperation to Promote International Humanitarian Law

Phnom Penh: The Extraordinary Chambers in the Courts of Cambodia (ECCC) and the International Committee of the Red Cross (ICRC) have agreed to extend their cooperation for an additional two years, from 2026 to 2027, to continue promoting awareness and the study of international humanitarian law (IHL) in Cambodia.

The new Memorandum of Understanding (MoU) was signed under the auspices of H.E. Hem Kranh Tony, Acting Director of Administration of the ECCC, and Ms. Dorsa Nazemi-Salman, Head of Mission of the International Committee of the Red Cross in Cambodia.

The cooperation focuses primarily on organizing Cambodia’s annual International Humanitarian Law Moot Court Competition. The competition aims to enhance the knowledge of students, lecturers, researchers, and legal professionals regarding the principles and practical application of international humanitarian law.

Under the renewed cooperation framework, the ECCC will assume primary responsibility for organizing the national rounds, including promoting the competition, recruiting teams from Cambodian law schools, coordinating the competition, selecting judges, and arranging training activities for participating candidates. The ICRC will continue to provide legal resources, competition materials, and legal experts to serve as judges, as well as professional support as required.

The renewed cooperation also forms part of the ECCC’s residual functions, which focus on public information and preserving the Court’s legacy. Through the IHL Moot Court Competition, the ECCC and the ICRC seek to contribute to strengthening legal education and preparing the next generation of legal professionals with a deeper understanding of international humanitarian law and the protection of victims during armed conflict.
