I’m pleased to share my review of Assessing Russia’s Actions in Ukraine and Syria, 2014–2022 by @DrJohnAP , now published in Inter Populum.
Pennell’s book seeks to answer a critical question: Has the nature of war changed , or merely its character?
He argues that while the fundamental nature of war remains constant, its character continues to evolve. By systematically linking #Russia’s campaigns in #Syria and #Ukraine, Pennell challenges the loose and often inflated use of the term “hybrid warfare” and instead highlights strategic continuity in Moscow’s approach to modern conflict.
