Also it is counterproductive to have such low basic meanstested benefits as it does make the take up of PIP higher and that then continues. Whilst that is only fair it does inflate the costs.

Should we also criminalise Citizen Advice Bureau who has a contract with DWP to provide support to people making a new Universal Credit claim, called "Help to Claim"? It includes helping people with the application process and initial support
