There isn't a specific cutoff for when a supporting actor becomes a lead, but if there was it would seem awfully convenient for it to be at 39.5%
I think the Oscars should create a "second best picture " category. Nominate 10 films that weren't nominated for best picture and whoever wins is given a silver second place oscar
