@Aidan_Millward No it is. the race directors notes that were referenced in the penalty only say that a driver has to be under max lap time which we know max is bc the fia publishes all violations of that rule and he didn't go over on any lap in q3 so still made up bullshit
@vycanismelodis @Motorsport It's not the race directors notes are publicly available I've read them myself the only thing they talk about is the maximum lap time there is no mention of adhering to a delta at all time

@KeslerSZN@F1Clapped Absolutely not first impeding wasn't the penalty it was driving "unnecessary slowly" a violation of the race directors notes. Those only care about a maximum lap time which max was under we know this because the fia published a document with all violations with 0 in Q3 1/2

@SaintLewis44 I feel like it's impossible to say that because Lewis is the only driver in recent history to have gotten that opportunity it's still an incredible rookie season but I still think if other greats like Schumacher had gotten that opportunity they would have done the same
