One of the major problems is that there are so many illegals in the USA that we will never be able to export all of them. It would make sense to give those who are productive and not committing crimes to get legal status. Charge them a penalty for their illegal status and get them legal. That way at least we know who is in the country.

A low-income person can go to an emergency room and get care they need. The federal government pays the cost of their care. Any low-income person can get Medicaid. They just need to apply for it. I have helped quite a few low-income people, to include some illegal immigrants, apply for Medicaid and they all got Medicaid.
