California desperately needs to give voters the ability to vote for all the candidates they like rather than just one.
If they did that, every runoff would be between the two actually most popular candidates in the state (which would always be two Democrats).
Imagine your ballot listed all the candidates for a given office, and next to each name, you had a simple checkbox. With Approval Voting, you can check off as many candidates as you "approve" of.
