Abc isn’t a regulatory or governing body in the way that you’re asking; it intentionally places shepherding and oversight of the counselor to his or her local church. Abc sees itself as a partner to the church versus functioning as a governing board.

@KevinCarson I’ve lived in all the west coast states. We don’t say “pop” in Oregon - most say soda. In Washington they do say pop. So maybe the chart is a little off.
