Hospitals in Islamabad are being told to prepare for casualties before protesters have even taken to the streets.

Elective surgeries are being postponed, staff recalled from leave, and beds cleared in preparation for a potential “mass casualty incident” ahead of the Sept. 27 protest.

These are not routine preparations. After the deadly violence surrounding the November 2024 protests, Pakistanis have every reason to demand answers: What exactly is the state preparing for—and why are hospitals being told to prepare for mass casualties before citizens have even gathered to protest peacefully ?
