Despite these observations and a major liquidity event in March 2020, policymakers have prioritized efforts to limit the use of MMFs and open-end funds rather than addressing the structure of the short-term funding markets.
As far back as 2015, several policymakers, including, among others, Jerome Powell (FRB) and J. Christopher Giancarlo (CFTC) in the United States, noted that constraints imposed on large dealers were impacting the structure of the short-term funding markets and trading liquidity.
