There is no African government that has caused as much sustained harm to its own people, its neighbors, and the continent as @PaulKagame's.
Every country sharing a border with Rwanda has, at some point, found itself in direct conflict with Kigali. And every time tensions rise, Kagame deploys the same narrative, accuse the other side of harboring #FDLR or promoting genocide ideology. Uganda, Tanzania, the DRC, Burundi - all have faced this accusation. It is a script, not a grievance.
The damage extends far beyond the region. South Africa and #Zambia have had serious diplomatic confrontations with #Rwanda over assassination attempts targeting exiled Rwandans on their soil. #SouthAfrica ultimately banned Rwandan nationals from entering the country following multiple such incidents. Rwanda has severed ties with #France on more than one occasion and currently has no diplomatic relationship with #Belgium - a country that was, until recently, one of Rwanda's most significant bilateral aid donors. Ordinary #Rwandans are paying the price for their president's diplomatic feuds.
At home, the picture is no different. Press freedom is nonexistent. Political dissent is criminalized. Two former presidential aspirants are in jail. One for apparently supporting a book study on "peaceful revolution" and another for saying Rwanda's war in #DRC is unjustified. Even a simple youtuber who simply questioned "where is Laurent Nkunda?" is behind bars.
Something is seriously wrong with Kagame's regime @RwandaGov, and he is very likely to ensure that these sanctions by the US do not affect his military but the general population. Taxation is already at an all time high, inflation has spiralled at a time when regional currencies are experiencinga boom, food and groceries expensive.
The international community has spent decades extending Kagame a level of impunity that no other leader in the region has enjoyed - largely shielded by the moral weight of 1994. That protection has been exploited, systematically, to build a regional military machine and a domestic surveillance state. The sanctions are a start. But accountability without consequence is just paperwork.
The question is no longer whether Kagame's Rwanda is a destabilizing force. The evidence is settled. The question is who, finally, will hold him to account?
