I think 99% of people still couldn't understand what I was trying to say through this thread.

Foreign donations come under FCRA.
But foreign contracts for professional services do not.

TFF did not give these people a donation. They were engaged under professional service contracts.

It may look like a grant, but legally and contractually, it was structured as payment for professional services, similar to receiving payment from a foreign client for work you have been hired to do

According to the letter, he received a scholarship for the Fall 2024 class.

Class started on 3rd September 2024, and the exam ended on 20 December 2024.
