Another way to think about it is to ask which definition should be expanded.
Should we expand programming to include all aspects of creating computer software, or should we expand engineering to include programming? The former makes more sense to me.
Programming vs engineering is an age old debate, and personally I draw the line between programming and engineering at the logic gates. I heard that from a guy at a bookstore a long time ago. But, I try not to argue about it because it gets pedantic.

@CynicalPublius The source contradicts the note because it says that Visa and Mastercard were pressured into doing this, not doing it of their own desire to regulate their customers purchases.
