Subject: The Endorsement of Ethiopia's 2026 Election Undermines the Principles of Democracy.
Your Excellency,
I write to express profound concern regarding the public assessments issued by the African Union Election Observation Mission and other regional observers following Ethiopia's June 2026 general election. While the mission's statement acknowledged the conduct of voting in areas it observed and commended aspects of the electoral process, the broader conclusion risks legitimizing an election that falls far short of the democratic standards enshrined in the African Union's own governing principles.
This letter is not merely about Ethiopia. It is about the credibility of African institutions and the future of democracy on our continent.
The African Charter on Democracy, Elections and Governance establishes clear standards for democratic legitimacy. Elections must be free, fair, transparent, inclusive, competitive, and conducted within an environment where citizens can freely exercise their political rights. The Charter emphasizes political pluralism, independent institutions, citizen participation, respect for human rights, freedom of expression, freedom of association, and equal political opportunity.
Measured against these standards, serious questions arise regarding the legitimacy of Ethiopia's 2026 election.
The election was conducted while significant portions of the country remained affected by armed conflict. Entire regions faced severe security challenges, political opposition remained constrained, and millions of citizens were unable to participate under conditions that could reasonably be described as free and competitive. International media organizations, independent analysts, and human rights advocates documented an electoral environment marked by conflict, displacement, restrictions on political activity, and the absence of meaningful national political competition.
The concerns become even more troubling when examining the available data from conflict-affected regions.
According to reports compiled by local observers and civic actors in the Amhara Region, there were approximately 11,902 polling stations across the region. Of those, only 326 polling stations—approximately 2.7 percent—were reported to have conducted voting activities. The remaining 11,576 polling stations, representing approximately 97.3 percent of the total, did not conduct meaningful voting due to conflict, security conditions, or lack of government control.
Furthermore, reports indicate that active military engagements occurred in approximately 146 towns and administrative centers during the election period, including more than 100 locations within the Amhara Region alone. Whether one accepts every aspect of these figures or not, the scale of the reported disruption should have prompted extreme caution before declaring the election broadly successful or representative.
Equally concerning is the fact that Ethiopia's political environment leading up to the election lacked many of the characteristics associated with genuine democratic competition. Opposition leaders, journalists, civic activists, and independent voices have repeatedly reported intimidation, detention, restrictions on political activity, and limitations on freedom of expression. Elections cannot be evaluated solely by what occurs inside polling stations on election day; they must also be judged by the political environment that precedes them.

The Amhara people are currently facing an unprecedented existential threat. This letter is written to alert the international community to the humanitarian crisis, mass killings, displacement, and systematic attacks occurring in Ethiopia, particularly in the Amhara region, and to demand immediate intervention. Amhara individuals are being targeted and killed based on their ethnic identity. This action is not merely a human rights violation but constitutes genocide under international law. Millions of Amhara have been displaced from their homes and are living in extreme poverty and suffering as refugees. In addition to the destruction of economic and social foundations, schools, health facilities, and other infrastructure in the region are being destroyed, leaving the public without services and exposed to severe hardship. The actions expected from international observers are the establishment of independent investigations and the exertion of diplomatic pressure.
We demand the immediate establishment of an independent international monitoring team to investigate the war crimes and acts of genocide being committed in the Amhara region. We call for urgent humanitarian aid to address the crisis facing the displaced and those in distress. While we are raising our voices day and night, both abroad and at home through the media, the Prosperity Party government is working tirelessly to conduct a sham election. Therefore, we urge the international community to exert pressure on the Ethiopian government to stop the systematic attacks on the Amhara people and to ensure the rule of law. The Amhara people only demand peace, equality, and the respect of their rights as citizens to live in peace. The silence or delay of the international community will only exacerbate the suffering of the people. We respectfully ask that international institutions, which stand for justice and humanity, take timely action and not overlook this situation.
The Amhara people completely reject any "election" conducted amidst the current state of war, where the safety of citizens is not guaranteed and fundamental rights are widely violated. This letter is intended to inform international observers that an election held in the heart of a war zone cannot reflect the will of the people. While the public lives daily under the threat of war, mass arrests, and physical attacks, a free and fair election cannot take place. Opposition parties and independent political actors cannot move freely in the conflict zone. This election reflects only the interests of one side and lacks public participation. In areas of war, the polling stations, the neutrality of officials, and the handling of results are under the control of the executive body, making the electoral process itself illegitimate. You must understand that accepting an election held during wartime as a "democratic process" is to provide illegitimate recognition to the party in power. An election held without peace, without the rule of law, and without the security of citizens is merely a tool of oppression wearing a mask of democracy. We call upon the international community not to accept this process as a legitimate election and to condemn this electoral drama taking place during a war.
