Superintendents of CGST across India are the backbone of tax administration, handling audits, investigations, scrutiny and taxpayer services.
To deliver their best, they need the basics:

- Seating space as per prescribed norms (DGHRD Manual 2022 prescribes 14.5 sq m office for the Superintendent)
- Proper utilization of operational vehicles
- Reliable, high-speed internet in every office

Many formations still fall short on these basics. A nationwide, consolidated assessment and provisioning, instead of piecemeal fixes, would make a lasting difference.
Equip the officers, and they will deliver even more for the nation.

Thousands of Central GST Superintendents continue to face career stagnation, with many retiring after decades of service with just one promotion.

AIASCT launches its Nationwide Phase-wise Agitation demanding:

🔹 Release of All India Seniority Lists (AISLs) from 2014 onwards; Conduct of DPC for promotion to Assistant Commissioner
🔹 Comprehensive cadre restructuring and better promotional opportunities
🔹 Uniform implementation of court judgments
🔹 Resolution of the 01.01.1996 pay fixation issue and payment of admissible arrears
🔹 Grant of NFU, regularisation of ad hoc promotions and resolution of other welfare issues

Ad-hoc promotion is counted as promotion to deny MACP, but not counted for NFU. This anomaly is costing 1,000+ Superintendents of Mumbai CCA their rightful Level-9 upgradation.

The permission for review DPC was granted by Hon'ble CAT in 2023. The dedicated Task force for work of review DPC has been constituted after 3 years in 2026. However, no officer of this task force has been relieved so far to contribute to this exercise.

Nearly 2,000 Superintendents in CGST Mumbai Zone remain ad-hoc, as the review exercise allowed by Hon'ble CAT on 09.08.2023 is still incomplete. 1,000+ have served 4 yrs yet are denied NFU. We urge Mumbai CCA to hold Review DPCs & clarify NFU without delay. #AIASCT
