It can't loosen it, flag past it, or prompt its way out.

Guardrails live in the prompt -- convince the model, you win.

Atbash lives at the action and you can't talk a boundary out of being a boundary.

Every move is signed on-chain before it runs.
The agent can't act first and erase the evidence after.

The models breaking into the NSA today are the models running your agents tomorrow.

Failures are inevitable, but uncontrolled execution isn't.
