The loudest statement at this #COP28 plenary is the absence of small island states when the gavel went down.
Source described the stark contrast from the overflow room: while the plenary applauded, "here there is only anger or stunned silence."

➡️focus on "inefficient fossil fuel subsidies" with not definition of what makes a fossil fuel subsidy efficient or inefficient
