A recall is no different in substance than a voter initiative. How many signatures did Cat Brooks actually collect to circulate a notice of intent to recall Libby? If she passed that stage, how many signatures did she actually collect on the recall petition? She would have had months and months and months to pay nothing to collect signatures from 10% of registered VOTERS to get the recall on a ballot.
