Gleason: My recent paper argues there should be a hybrid type of verification mechanism to check compliance of voluntary norms of behavior in space & be broadly accepted around the world. The hybrid version combines unilateral, multilateral & open verification #TheSpacePolicyShow
Gleason: According to norm’s literature, you need 1/3 of countries in the world to accept a norm for others to be likely to follow suit. This requires trusted info sources. U.S. has ~30 SSA sharing agreements w/ countries & that’s not the 1/3 we need to establish norms of space.
@GleasonMick: The U.S. government has stated that there should be global norms of behavior for outer space. To get to that point, we need a global mechanism to be able to monitor/track behaviors in space. #TheSpacePolicyShow
