They used two completely different photos.
The 2nd photo is a weaker pose, different body language, different framing etc.
It's not the cat, it's the photo.

I'm in awe of what they do but let's be honest, cycling is a doped sport. Always has been, always will be.
The real question is what are they using these days and how.

Is it based on achieving a certain percentile or the ability to achieve a particular athletic feat?

Vo2 max is now 62 with a FFMI of about 23 and BMI 26.
Training is 10hrs base cardio, 1x session of quality work and 2x 45 minute weights.

Broadly neutral for endurance in most of the athletes I've seen.
But makes HR based training almost impossible

By your logic then , strength training is more potent because just two hours gives you a 30% reduction
