Every country that developed minds who is stealing. Singapore, for instance. Read the story of how its first Prime Minister, Lee Kuan Yew, ensured, from the very beginning, that corruption should be severely punished. They don't joke about corruption there. They mind who is stealing, and they severely punish them. So, frankly, such advice is wrong and we, as a nation, must reject it.
