The Inspector General of Police, CG Felix Namuhoranye, together with the Ambassador of Rwanda to the Republic of Korea, Nkubito Manzi Bakuramutsa, met with the Korean National Police University President, Superintendent General KIM Ki-jong, at the university campus in Asan City. They discussed on enhancing cooperation in Police education and explored more areas of collaboration in capacity building programs.

IGP Namuhoranye and his delegation also attended a graduation ceremony at the university where RNP and RIB officers, IP Thomas Akimana, IP Yvette Tumukunde Mutabazi, and Mr Evariste Nkubito, were among the graduands with Master’s degrees in areas related to Policing and Law Enforcement. Two other RNP officers are currently pursuing PhD programs at the Korean National Police University.

Rwanda National Police (RNP) and the Korean National Police Agency (KNPA), on Thursday, 20 August 2026, signed a Memorandum of Understanding (MoU) on Police cooperation.

The cooperation pact was signed in Seoul, Republic of Korea between Inspector General of Police (IGP), Felix Namuhoranye, and Commissioner General, YOO Jae-Sung, the Republic of Korea Chief of Police.

The signing ceremony was also witnessed by Rwanda's Ambassador to the Republic of Korea, Nkubito Manzi Bakuramutsa.

The MoU establishes a framework for collaboration in combating transnational organized crime, sharing information and expertise, training, and other capacity-building programmes aimed at enhancing policing capabilities between the two countries.

Societies become what their young people spend their time becoming.

If we spend our energy entertaining an entire generation, we should not be surprised if we struggle to build the generation capable of delivering Vision 2050.

Our youth need more than entertainment. They need skills, jobs, entrepreneurship, technology, innovation, critical thinking and opportunities to build things that matter.

There is nothing wrong with entertainment. But when entertainment becomes the main product we offer young people, while productive opportunities remain limited, we are essentially preparing them for consumption rather than creation.

Vision 2050 will not be achieved by a generation that is merely entertained. It will be achieved by a generation that is educated, skilled, ambitious, innovative and economically productive.

The question is not simply; How do we keep our youth entertained?

The bigger question is; What kind of generation are we preparing them to become?

Quand @peroluwara1 invite des Congolais qui ont le niveau d’un #BobKabamba … on parle vrai.. sans gants car il sait articuler de par son niveau non seulement intellectuel mais d’expérience réelle et vérifiable basée sur le concret, le terrain. On peut même ne pas être d’accord avec lui mais au moins le débat se retrouve à un autre niveau dans ces cas… c’est sûr qu’il ne cherche pas à plaire à qui que ce soit, c’est avant tout une cohérence basée sur son savoir et l’honnêteté intellectuelle. Et il n’a pas besoin de faire des beaux yeux au régime de Tshisekedi @Presidence_RDC … qui doit le considérer comme une sérieuse épine dans le pied.

You missed the point, and your response reads more like Congolese government propaganda than an objective analysis.

The central issue is not numbers or military strength. M23 is fighting for the right to exist. When a people are fighting for their survival, they will always find a way to defend themselves. Survival cannot simply be negotiated away.

Remember that when Tshisekedi first attacked M23 in Sabyinyo, the movement had fewer than 200 fighters. You lost to those men, a day looked like a year to your FARDC. Today, M23 is no longer less than 200 anymore. That alone should tell you that this conflict cannot be understood by counting troops or weapons alone.

Your analysis focuses almost entirely on violence while overlooking the underlying cause and why people from all backgrounds continue to join the movement.

The discussion emphasized the critical role of young people in safeguarding Rwanda's security, strengthening patriotism, discipline, and sense of responsibility needed to shape a peaceful, resilient, and secure future for the nation.

Chacun est libre de son appréciation. Mais lorsqu'on évoque l'AFC/M23, il convient de ne jamais perdre de vue la nature profonde de ce combat.

Derrière cette révolution, il y a des femmes et des hommes qui ont accepté de tout sacrifier : leur sécurité, leurs familles, leur carrière, leurs biens, leur vie. Beaucoup vivent sous le poids des sanctions, des menaces permanentes, de l'éloignement de leurs proches et du sentiment d'incertitude du lendemain. Ils servent tous sans salaire, sans privilège et sans autre motivation que leur conviction qu'un autre avenir est possible pour notre pays et pour notre peuple.

Comme toute œuvre humaine, notre action n'est pas parfaite. Personne ne le prétend. Mais réduire des mois d'efforts, de souffrances et de sacrifices à quelques images ou à des comparaisons hâtives serait profondément malsain et injuste envers tous ceux qui se sont engagés et qui continuent à s'engager avec sincérité.

Notre combat n'a jamais consisté à remplacer une élite par une autre ni à reproduire les pratiques que nous dénonçons, loin de là. Il vise à construire un État fondé sur la justice, la dignité, la sécurité pour tous et une gouvernance responsable au bén��fice de tous les Congolais sans distinction.

La critique est légitime et même nécessaire. Mais elle devrait toujours tenir compte de l'ensemble du parcours, des circonstances et des sacrifices consentis au quotidien par nos soldats, nos cadres et par tous ceux qui ont choisi de servir une cause qui les dépasse.

L'histoire jugera chacun de nous, non sur quelques séquences relayées sur les réseaux sociaux, mais sur la fidélité à nos engagements, à notre cause et sur les résultats obtenus pour notre peuple.
