A former San Antonio police officer fired after giving a homeless man a dog feces sandwich has been promoted to police chief in South Texas.
Reigniting questions about police accountability and hiring standards.
Matthew Luckhurst was fired by SAPD after an internal investigation found he had placed dog feces between two slices of bread and left the sandwich near a homeless man while on patrol.
During a separate internal affairs investigation, SAPD accused Luckhurst and another officer of misconduct involving a women's restroom at a bike patrol substation.
According to disciplinary records, officers allegedly defecated in the restroom, with feces-like material later found smeared on a toilet seat and wall.
