That can look like change, but it's the interpretation that gets clarified by additional Scripture, not changing of Scripture.

Scripture doesn't get removed or changed, only additional witnesses added.

It's more like hands open to receive more.

The quorum of the twelve assigns all 80,000+ missionaries to their missions worldwide. Most tend to serve in their country of origin but it could be anywhere. The missionary submits a request and accepts the assignment.
