In the absence of formal meetings of the #NewSTART Bilateral Consultative Commission (BCC) for the last few years, the Biden administration has attempted to raise compliance concerns like this with Russia through other channels. Russia has privately denied the claim it has exceeded the Treaty limits and will likely now publicly do so as well.
It is unclear whether Moscow will be more willing to talk through Treaty-related issues with the new Trump administration, especially in the context of a Trump-Putin meeting potentially on the horizon.
