In those scenarios, the overhead per request introduced by the user's physical distance to your DC is non-trivial, making chatty systems bad design. That is the context of his tweet.

An overly chatty system would disproportionately effect the experience of countries furthest from your DC. Seems pretty clear this is what he's referring to.
