There are only 0.6 workers available for every 1 job opening. The #H2B program is part of the solution to addressing this labor gap. Congress needs to permanently fix the program by passing #HR3897 or #S2443. The delay proves that Congress must take ownership of this crisis.

DHS is looking to finalize the #H2B rule this week. All employers with a valid labor certification should be able to apply for the additional visas. Current rule will result in majority of visas from second tranche going unused. This cannot be @DHS_Wolf's intention.
