I am struggling to wrap my head around this. How did a factory that poisoned 350,000 people in Italy and sent its executives to prison for 141 years get a second life in India?
This is the story of a “toxic hand-me-down" thats unfolding right now in Ratnagiri, Maharashtra.
In 2018, the Miteni plant in Italy was shut down. It had leaked "Forever Chemicals" (PFAS) into the groundwater for decades. The result? Kidney cancer, heart disease, and thousands of excess deaths. It was an environmental crime so bad that the Italian courts actually held the bosses accountable.
But instead of being scrapped, the plant was bought, dismantled, and shipped in containers to Mumbai.
By early 2025, it became fully operational in the Lote Parshuram industrial area.
Here’s why this is terrifying:
1. No Rules: India doesn't even have PFAS regulations yet. We are basically a "wild west" for chemicals that stay in your blood and soil forever.
2. Infrastructure Gaps: In rural Maharashtra, power cuts are frequent. When the power goes out, the treatment plants stop, and toxic waste gets dumped directly into the streams that feed the Vashishti and Jagbudi rivers.
3. The Western Ghats: We are doing this in the heart of one of the world's most sensitive ecosystems.
It feels like we’re being used as a dumping ground for a business model that was literally ruled a crime in Europe.
Why are we importing equipment that was deemed too poisonous for Italians? Who is looking out for the 25,000 workers and the families living in Ratnagiri?
We need to talk about this before "Forever Chemicals" become a forever problem for our children.

This is not merely incorrect, it is dangerously misleading.
The Minister of State @KVSinghMPGonda, who approved this reply, and the Joint Secretary concerned in @moefcc who proposed it, must be held accountable for such a casual and callous response on an issue directly impacting public health and life.
Rajya Sabha Unstarred Question No. 2141 (Parts a & b) specifically asked:
Whether there is a correlation between prolonged exposure to hazardous AQI and (i) Lung Fibrosis, and (ii) reduction in Lung Elasticity among residents of Delhi/NCR.
Reply given:
“Air pollution is one of the triggering factors for lung diseases, but there is no conclusive data establishing a direct correlation.”
This answer is astounding in its sweep and insensitivity.
The question was not about lung diseases in general, but about two specific and serious pathological conditions viz. lung fibrosis and loss of lung elasticity. On these, there exists a substantial body of peer-reviewed international literature, as well as studies by government-affiliated medical and research institutions worldwide, clearly establishing strong associations with prolonged exposure to PM2.5 and other air pollutants.
Yes, some sub-types of lung fibrosis are termed idiopathic in parts of the literature, but to leap from that to a blanket statement suggesting no lung disease has any established correlation with persistently high air pollution is not just wrong, it is absurd.
What makes this worse is the broader pattern:
First, wilful obfuscation over AQI data and standards in Delhi-NCR
Now, a palpably incorrect statement on the floor of Parliament, effectively denying scientific consensus.
This denial drive on most serious and long term health hazard must be opposed forcefully and nationally.
The silence so far from @PMOIndia and @byadavbjp on this deeply disturbing reply is equally disappointing. They should have at just chipped in with a clarification.
Having worked for over a decade in multiple Ministries of the Government of India, from Joint Secretary to Secretary level, I can say with full responsibility that I have never encountered a reply to Parliament that is this bizarre, this dismissive of evidence, and this insensitive to public health.
A reply that trivialises scientific evidence and human suffering at this scale is condemnable.
This is not a technical lapse.
It is a serious institutional failure.
