Our policing system is heavily focused on catching driving infractions. All the officers are in cars driving around, never really interacting with the population they serve. Until something goes wrong, that is. In the western states this mostly due to the large distances involved. Our western cities are more automobile oriented than those on the east coast and in European and other older countries.
