EVIDENCE SURFACE OF MEITEI TERRORISTS ROLE IN SUPPRESSING DEMOCRACY ACTIVISTS IN MYANMAR
In a recent development, Myanmar Pro-democracy forces have exposed the active role played by Meitei terrorists/VBIGs in the ongoing civil war in Myanmar. Pictures of weapons and ammunition left behind by the Myanmar army in the positions in Khampat town, Sagaing region of Myanmar, following their expulsion from the area by Pro-democracy forces offers a glimpse of the extent in which the banned Meitei terrorist organisations/VBIGs have participated in the Myanmar civil war. It is an unhidden truth by now that the Myanmar Junta has roped in Meitei terrorist groups to combat the numerous PDF and ethnic rebel forces in Myanmar.
The Myanmar rebel forces who took over the Khampat area took to Facebook and posted a cache of weapons and equipment seized in the aftermath of their Khampat takeover. An Aadhar card bearing a Meitei name, Moirangthem Premananda (Aadhar number 3653 9774 3294), was found alongside the Salai Taret - the Meitei secessionist flag. This comes on the back of a number of proofs surfacing of Meitei terrorists working hand in gloves with the junta army.

and precarity of the border areas from the threats
possessed by the Meitei terrorist groups. The
presence of these Meitei terrorists with updated Aadhar cards in their camps in Myanmar hints at their regular infiltration into India under the guise of civilians. With recent developments, the dangers to the people of India via Manipur lies not in imaginary ‘Kuki-Chin narco terrorists’ but in Meitei terrorists from Myanmar with Indian Aadhar cards. The adoption of the Salai Taret by these banned Terrorist Organisations also warrants the banning of the Flag itself.

HIGH HANDEDNESS OF STATE FORCE IN MOREH CAUSES CITIZENS TO FLEE HOME
In a shocking and alarming development, the State police forces under the pretext of security operations have been committing serious violations of human rights against unarmed Zo civilians of Moreh. A combined team of Special Commando (CDO), Moreh CDO, 5th Indian Reserve Battalion (IRB), Thoubal CDO and Kakching CDO have launched several search operations in different places at Moreh. Since Thursday morning, hundreds of women and children have fled their homes and gathered at the entrance of several Assam Rifles camps in Moreh. They say they are seeking shelter from the Meitei police forces who have been ransacking and burning houses belonging to Zo tribals and destroying their vehicles besides beating them up, all on the pretext of search operations. These brutal physical assaults have injured several Zo civilians of Moreh, including women and children.
Zo locals reported that houses that were not burned were also looted and all their money and personal belongings seized. Household essentials like rice were also reportedly seized by the State security forces. It is reported that while the Meitein policemen engaged in these illegal acts, the Central security forces stood by watching as the atrocities unfold in front of their eyes. An Army official in an interview with The Scroll commented that the Army cannot verify whether the arson and looting in the villages were carried out by Manipur police commandos or armed men in police uniform, indicating that the Army is aware that Meitei militia outfits are donning police uniforms and attacking Zo civilians. In fact, the presence of civil militia groups like Arambai Tenggol aiding the Meitei police forces is public knowledge.
The Zo Indian citizens, displaced from their homes, had sought refuge in Army camps but were initially denied entry. People including women, children and elders were forced to spend the cold winter night out in the open. As per report from the ground, there are a large number of people staying in the jungle with little providence, and the little they manage to collect would have already depleted by now. The human rights violations by State security forces is likely to lead to another humanitarian crisis in the border Zo town. Another round of State-engineered displacement of hundreds of families is beginning afresh.

There has been a mismatch in access to top influencers in the Manipur conflict.
While the Kuki-Zo community had better in-group organization, the Meitei community got more support consistently from handles of right-leaning influencers right from the start of the conflict.

SECURITY PERSPECTIVE
Security analysts express great concern with the utter failure of the State government to retrieve the 6000 arms that had been handed out in the Valley districts, and the increasing impunity that the militants in possession of these weapons enjoy. It is worrying, they say, because these guns are being used to attack Kuki-Zo villages near the buffer zones.
Sometimes the security personnel manning these buffer zones are also under attack themselves. The proliferation of these weapons are also breeding a culture of gangsterism and militancy in the Imphal Valley. Gun-toting Meitei men are using these guns to settle personal scores, extort money, and to commit atrocities against minorities. Since May 3, more than 6 Muslim Pangal civilians have been shot in the leg by these militants. Army intelligence has also confirmed that a large portion of these weapons have been handed over to proscribed Meitei terrorist outfits like the UNLF and KYKL to allow them to carry out their anti- national activities.
Furthermore, an illegal market for the guns is booming in and around the Imphal Valley. Various individuals have been caught selling these guns. ‘Either the Centre takes a firm step against this dangerous menace immediately, or we are looking at another phase of instability and militancy in this sensitive region’, a scholar remarked.

THE IMPUNITY OF KYKL
On June 25, the Indian Army were forced to release 12 cadres of the banned insurgent group Kanglei Yawol Kanna Lup (KYKL), who were apprehended in Imphal East district of Manipur with a large cache of arms and ammunition. The terrorists were forcibly rescued by a large Meira Paibi-led mob. Meitei MLA Thounaojam Shyamkumar Singh from Andro A/C was also reportedly part of the mob, and it was he who negotiated the release of the 12 apprehended KYKL terrorists.
According to security sources, one of the 12 cadres released had been identified as the self-styled Lt Col Moirangthem Tamba alias Uttam, the ‘mastermind’ of a 2015 ambush on a convoy of 6 Dogra Regiment in Chandel, in which 18 brave Indian soldiers were killed. The KYKL and its sister organizations employed Improvised Explosive Device (IED) and sophisticated weaponry to carry out the deadly ambush.
Many such deadly attacks by Meitei terrorists on Indian security forces are not brought to the forefront and accountability is not pursued in Manipur, as the terrorists often are shielded by people in power and the Meitei civil society. Any investigating officer from Delhi who shows promise of bringing the much needed accountability is always very quickly transferred from his posting by the powers that be.
