Honest question:

If air conditioning is important enough for government offices and public institutions in Europe, why shouldn’t it be affordable and accessible for everyone?

As summers get hotter, access to cooling seems less like a luxury and more like basic infrastructure. What do they force their people to suffer like this whilst they have all the simple infrastructure.
