@Rainmaker1973 This is workable. Those bags definitely turn into solid concrete when exposed to enough water and time. Plus you can mold them into each other while still soft. The only issue is that you need time to take the paper/plastic bag off of them once they dry.

There is a permanent underclass that wants to be provided for.

The City Council wants to go even further than the Mamdani administration is willing to go in fulfilling their demands.

The underlying rationale for those demands is "You owe me". "You owe me" a place to live.

They want to be provided for like children.

NYC has a program called City Fighting Homelessness and Eviction Prevention Supplement (CityFHEPS).

CityFHEPS is a rental assistance voucher program designed to help persons in homeless shelters find stable housing. The program provides ongoing rental subsidies paid directly to landlords to cover a portion of the recipient's rent.

The City Council voted to expand the number of New Yorkers eligible for CityFHEPS in 2023, but the new rules were challenged in court by both the previous and current administrations.

The 2023 expansions sought to ease work requirements for voucher recipients, increase the maximum income limits and allow those facing eviction to qualify for vouchers.

Advocates argue that the program would save money, because the rent vouchers are much less costly than the cost of operating homeless shelters.

"See that? Instead of giving out X million, you would only be giving out half of X million. Think of all the money you would be saving!"

The thing is that people stay in shelters for a much shorter time frame than what permanent residence would involve.

So, the rent voucher program becomes incredibly expensive.

CityFHEPS was born in 2019 at a cost of $25 million; however, within six years, the city’s costs for the voucher program ballooned to over $1 billion.
