Pensioners are generally no longer paying a mortgage and their children should have flown the nest. They should be able to manage on less, regardless of their workplace and/or private pension.

@graydon_derek @David90shaw If Council Tax is not to be a 'flat rate', shouldn't it be linked to income, not assest value? Asset value is taxed via IHT. HMRC knows one income, therefore they can inform one's council to apply that factor in their CT calculations.
