One read of this article at it's glaringly obvious the legal/justice system needs an overhaul.

The motorcyclist was injured when a stolen black Ford Ranger pick-up truck drove into him as it was being pursued by gardaí. Kennedy was one of 4 teenagers arrested, but later released without charge, in connection with this incident." and "In June, he was one of six boys arrested after a high-speed chase, during which a stolen car was driven the wrong way on the M50. Kennedy and his associates were found hiding in the woods by officers from Rathfarnham after they ditched the vehicle involved in the chase.
Again, they were arrested and released without charge, on June 3."

"Pustkowski, who was primarily based in Limerick, was well known to gardaí across the country, and a garda alert had been in place for him. As part of his bail conditions, he was not supposed to leave Limerick at any time. Gardaí in Kilkenny were also seeking his arrest after they identified him as part of a gang that stole a car in Castleblayney, Co Monaghan."
