Subject: Urgent Disciplinary Action and Criminal Proceedings to Protect Government Land in Survey No. 42, Manikonda Jagir

There is an urgent need to initiate disciplinary action against the #Tahsildar (MRO), Gandipet, the #Sub-Registrar, @TGRS_Dept , the concerned @Comm_HYDRAA officials, and the Municipal authorities of @CMC_Offcl @MC_Cyberabad for their failure to protect Government land in Survey No. 42, Manikonda Jagir.

Although encroachments on this land were removed a few months ago by the @DCNarsingi Deputy Commissioner, Narsingi, repeated requests to fence the land and install permanent Government ownership boards were ignored. As a result, a private builder has reportedly once again attempted to encroach upon the land by erecting blue-sheet barricades after removing the Government signboard.

The market value of this prime Government land is approximately ₹2.5 lakh per square yard. Failure to safeguard such a valuable public asset has exposed it to repeated encroachments, causing potential loss to the public exchequer.

A criminal case must be immediately registered against those responsible for removing the Government signboard and attempting to encroach upon Government land. Departmental action should also be initiated against:

The Tahsildar (MRO), Gandipet, for failing to secure the land.
The concerned HYDRAA officials, for not fencing the land after the eviction drive.
The Municipal officials, if any approvals have been granted on Government land.
The Sub-Registrar, IGRS, if Government land has been registered in favour of private parties without proper verification.

Subject: Delay in payment of salaries to outsourcing sanitation workers and other staff in municipalities merged into GHMC – Request for immediate intervention

Respected Sir,

I would like to bring to your urgent attention a serious issue concerning the outsourcing sanitation workers and other municipal staff working in the municipalities recently merged into the Greater Hyderabad Municipal Corporation (GHMC), and in areas reorganized under new corporations such as Cyberabad.

The Government has recently announced the “99 Days Garbage Free Program” with the objective of improving urban sanitation and cleanliness. While maintaining clean cities is undoubtedly an important goal, the ground reality in the merged municipalities appears to be contrary to this objective.

In the Narsingi Circle alone, nearly 400 outsourcing sanitation workers and other municipal staff are facing severe hardship due to delays in payment of their monthly salaries, which are reportedly delayed by 20–25 days every month. Most of these workers belong to economically weaker sections, and their livelihoods entirely depend on these wages. Continuous delays in salary payments are pushing their families into serious financial distress.

While the Government expects improved sanitation outcomes under the 99 Days Program, it is unfortunate that the basic right of these workers — timely payment of their wages — is not being ensured. Without paying their salaries on time, placing additional workload on them under special programs is neither fair nor humane.

It has also been brought to notice that there are insufficient funds even for the maintenance of vehicles used for daily sanitation activities, resulting in poor upkeep of sanitation infrastructure and reduced efficiency of services in these areas.

Considering that the situation in the merged municipalities has further deteriorated, imposing additional responsibilities under the 99 Days Program without addressing issues such as delayed wages and lack of basic resources amounts to unfair treatment of the very workers who are the backbone of urban sanitation.

As a party committed to the dignity of workers and the welfare of weaker sections, the Bharat Rashtra Samithi (BRS) considers it our responsibility to bring these concerns to your attention and seek immediate remedial action.

In this regard, we respectfully request the Government to take the following urgent measures:
1.Immediately release the pending salaries of outsourcing sanitation workers and other municipal staff.
2.Ensure that monthly salaries are paid regularly and on time without delays.
3.Provide adequate funds for maintenance of sanitation vehicles and other essential infrastructure.
4.Protect the dignity and livelihood of sanitation workers, who are the backbone of urban cleanliness.
5.After the merger into GHMC, some categories of outsourcing staff are reportedly yet to receive their salaries; therefore, all pending wage arrears should be released immediately.

Resolving this issue on an urgent basis will not only provide relief to hundreds of workers and their families but will also help ensure that sanitation programs are implemented effectively.

We sincerely hope that the Government will take immediate action and ensure justice to these workers.
