The west gave trillions of $ to Africa and there is more hunger today then there was 30 years ago. These NGO do not want to solve the problem, if they solve it they are not needed anymore.

That much radiator can dissipate 6+ megawatts of heat. That is much more then what these 13 rack dissipates.
Btw ISS radiator are not very effective because they work at low temperatures (human body temperature), normal electronics can work at 100C, spécial hardent electronics can work at 150C
