Time to ponder Gyanesh Kumar 's past

A suicide note by Malaysian contractor Lee See Been

Before Gyanesh Kumar became the Chief Election Commissioner of India, there was a disturbing chapter in his Kerala posting .

Gyanesh Kumar was a 1988-batch Kerala-cadre IAS officer served as Project Director of the Kerala State Transport Project (KSTP).

The KSTP involved Malaysian contractor PATI-BEL.
Lee See Been was chief project officer of PATI-BEL, working on the World Bank-aided KSTP.

In 2006, Lee See Been, the Malaysian project manager of the World Bank-aided Kerala State Transport Project, died by suicide.

In his suicide note, Lee See Been clearly named Gyanesh Kumar, who was PWD Secretary then and alleged that bribes were being demanded and that funds due to the project were being withheld and delayed.

This was not just a random allegation floating around years later.
It was an allegation recorded in the suicide note of the man at the centre of the project dispute.

Gyanesh Kumar was transferred.

Today, that same Gyanesh Kumar sits at the helm of the Election Commission of India and was entrusted with safeguarding the integrity of the electoral process.

How did an officer whose name appeared in a suicide note alleging bribery and withholding of funds eventually rise to become the custodian of India's elections?

Time to ask for the resignation of the Chief Justice and the judges who allowed an executive-heavy appointment process, upheld SIR, and left the Commission free to operate in the dark.

Resignations are due from the Chief Justice of India and the judges who betrayed the Constitution.
No one in that Court is above it. Accountability will come.

When she told her family she wanted to go to Delhi to study journalism, they were up in arms.

No girl in her family had ever left home to study in another city. And journalism, as she put it later, was not seen as a decent job for good girls.

She went anyway.

Her name is Neha Dixit.

She went to school in Lucknow, studied English literature at Miranda House in Delhi, and then did a master's in journalism at Jamia Millia Islamia.

For close to 20 years since, she has worked as an independent investigative journalist. Her work has appeared in Al Jazeera, The New York Times, The Washington Post, The Caravan and The Wire.

Her subjects are the ones most reporters avoid because they take months and make powerful enemies. Trafficking. Sexual violence. Extrajudicial killings. Workers who are never paid what the law says they must be.

In 2018 she reported on what had happened in Churu, in Rajasthan.

Poor people there, most of them Dalits, had been drawn into drug trials run for pharmaceutical companies. Trials that, according to her reporting, were illegal. They were being used to test medicines on their bodies.

4 months later, she went back and found them reporting severe damage to their health, and harassment on top of it because of their caste.

These are people with no lawyer, no insurance and no way of proving what was done to them. The only record of what happened is what somebody wrote down.

She wrote it down.

That kind of work has a cost, and she has paid it.

After a 2016 investigation into the trafficking of girls from Assam, a criminal defamation case was filed against her and the magazine that published it. The Committee to Protect Journalists described that case as a tool of intimidation.

She has faced repeated death threats. In January 2021 she publicly complained that she was being stalked and threatened.

In 2016 she won the Chameli Devi Jain Award, the highest award in India for women journalists. In 2019 the Committee to Protect Journalists gave her its International Press Freedom Award in New York.

Then she wrote a book.

It is called The Many Lives of Syeda X. It follows one woman, a migrant in Delhi, across 30 years, through more than 50 jobs, not one of which paid her the minimum wage.

In 2025 it won the Ramnath Goenka Sahitya Samman for best debut.

A girl whose family did not want her to leave Lucknow has spent her life writing about the people nobody else bothers to write about.

Most of them will never read what she wrote about them.

In the Delhi draft SIR electoral roll, CEC Gyanesh Kumar is shown as a voter. He is registered as Gyanesh Kumar, son of Subodh Kumar.

If a person cannot be mapped to the last SIR in 2002/2003, they are flagged as a “logical discrepancy” & receive a notice.

Now, Gyanesh Kumar was born in UP, is a Kerala cadre IAS officer, and has done postings in Delhi.

So I searched for “Gyanesh Kumar, son of Subodh Kumar” in the last SIR for these 3 states.

Shockingly, in all 3 states, there is NOBODY registered as Gyanesh Kumar, son of Subodh Kumar in the last SIR.

Now, if such an entry doesn’t exist in previous SIR, his current name on voter list should be flagged as a “logical discrepancy” & he should’ve gotten a notice.

So can the ECI pls clarify:

- Which state’s previous SIR is CEC Gyanesh Kumar marked in?

- Was Gyanesh Kumar a registered voter in 2002/2023?

- If he’s missing from the last SIR in Kerala, Delhi, and UP, how is his name on the current voter list?

- Has Gyanesh Kumar received a notice for “logical discrepancy” and for being an “unmapped voter”?

This evening at Kartavya Path, where a lamp-lighting ceremony was being held to celebrate PM Modi’s birthday, led by Delhi CM Rekha Gupta, I spotted several schoolchildren in uniform.

I spoke to some of them. They told me their schools had directed them to attend the event, even though their exams are currently going on.

I also asked their teachers about it. I was told that the NDMC had directed the schools to send students to the ceremony.

So, apparently, when exams are underway, lighting lamps and celebrating the Prime Minister’s birthday takes priority.

What a reflection of the education system we have built.
