Dr. Anna Henga Emphasizes Collaboration in Tanzania’s UPR Process
The Executive Director of LHRC), Dr. Anna Henga, stresses that collaboration between the government and various stakeholders is crucial to ensure that the process of reviewing human rights in the country, through the Universal Periodic Review (UPR), delivers positive results in strengthening the protection and implementation of human rights.
Dr. Henga makes these remarks in her opening address to the guest of honor, Commissioner Neema Mwanga, a Director from the Ministry of Constitution and Legal Affairs representing the Minister of Constitution and Legal Affairs, Dr. Juma Zuberi Homera, during the stakeholder meeting to review the draft Joint Stakeholders’ Report for Tanzania’s fourth UPR cycle, taking place in Morogoro.
She explains that human rights stakeholders in the country have continued to participate fully in the UPR process since the stakeholders’ report of the third cycle was submitted to the United Nations Human Rights Council in 2021. Dr. Henga emphasizes that this experience has laid a solid foundation for stakeholders to continue participating in the preparation of the fourth cycle report, with a focus on reviewing the implementation of recommendations previously accepted by the United Republic of Tanzania.
Furthermore, Dr. Henga acknowledges the significant contribution of the Ministry of Constitution and Legal Affairs in facilitating the UPR process in the country, noting that this collaboration has enabled various stakeholders to participate fully in report preparation and to monitor the implementation of recommendations from previous cycles.
She adds that today’s stakeholder meeting is particularly important as it provides participants with an opportunity to collectively review the draft stakeholders’ report, provide feedback, and offer recommendations that will help improve it before its formal submission to the United Nations Human Rights Council.
Dr. Henga also highlights that contributions from stakeholders from both mainland Tanzania and Zanzibar are crucial to ensure the report accurately reflects the state of human rights implementation in the country, as well as challenges that require further action to strengthen human rights protection systems.
