The guy is a legend no doubt about it. He should be a household name, everyone should know about Billy and pag, I do wish we didnโt need Billyโs help or parents against grooming but sadly the U.K. does. My one hope is that one day our kids will be safe from monsters, and the survivors Billy & pag support finally get justice and then Billy & pag can hang up their boots for good. Billy Howarth is a Rochdale-born campaigner and the founder of Parents Against Grooming UK (PAGUK). He set up PAGUK in response to the grooming scandals that affected communities in Rochdale and other areas.
As a survivor of child abuse himself, he has been actively fighting child sexual exploitation (CSE) and child sexual abuse (CSA) for over 20 years. His efforts began well before PAGUK was formally launched around 2014. He works to expose alleged cover-ups and systemic failures by authorities, including police, councils, and government figures. He focuses on accountability in major cases such as those in Rochdale, Rotherham, Telford, and Oldham. He shares detailed evidence, documents, timelines, and survivor accounts to highlight decisions that he believes allowed abuse to continue unchecked.
Through his work, Billy has supported survivors directly, spoken publicly in media interviews and events, stood as an independent candidate in local and by-elections to raise these issues, and kept up consistent pressure even when public attention has faded.
He posts regularly about inquiries, failures in the justice system, and calls for a fully independent national investigation.
After more than two decades of this tireless and often solitary fight, he continues the work largely through public donations to fund survivor support and campaigning. The effort remains resource-intensive and ongoing.

๐จ Todayโs Telegraph headline has shocked many: โRape victims to be tracked after their attacker is released.โ
The Ministry of Justice has announced a pilot for the UKโs first โproximity taggingโ scheme for high-risk cases of rape, sexual assault, stalking and domestic abuse.
Hereโs exactly what it means:
The offender (on parole/licence) is required to wear a GPS ankle tag. Thatโs enforced breach it and they can go straight back to prison.
For real-time protection, the system needs the victimโs location too. This is completely voluntary for victims/survivors. You consent to share your location via a discreet smartphone app, small wearable device or notifier unit.
If the offender comes within a custom-set distance (a โmoving protection bubbleโ that follows you wherever you go โ work, shops, school run, friends), probation gets instant 24/7 alerts and police can be dispatched fast.
Many victims would also get a discreet warning (vibration/text) so you can move away safely first.
Itโs designed for cases where traditional fixed exclusion zones fail because life doesnโt stand still.
The pilot is ยฃ5 million, part of the biggest-ever tagging expansion: up to 22,000 more offenders tagged yearly, with ยฃ100m+ investment overall.
Rollout starts soon in 2026 (exact start date and regions still being finalised, but across England & Wales).
For victims/survivors:
This is opt-in only. No one forces it. If you say no, you keep existing protections like restraining orders.
Some survivors in earlier limited schemes have said it brings real peace of mind โ knowing breaches are caught before harm, not after. It could help you live your life without constant fear of random encounters.
But many are rightly furious at the wording and the idea of sharing your location with the state at all. After abuse has already stolen your control, this can feel like another layer of monitoring.
Data is handled by Serco โ the private company contracted by the Ministry of Justice to run the entire electronic monitoring service (they took over in 2023/2024). Probation (HMPPS), police and the monitoring centre see it for alerts only. Itโs supposed to follow strict UK GDPR rules, encryption and a Code of Practice with limited access and retention periods.
That said, past tagging schemes have raised real worries about data security, leaks and over-collection.
And hereโs the elephant in the room: the Probation Service is already on its knees.
Latest figures show a 21% vacancy rate for probation officers (as of March 2025), with a shortfall of around 1,479 in that grade alone. HMPPS estimates a gap of at least 3,150 staff overall for 2026-27 out of the ~15,000 needed. Staff have been running at well over 100% capacity for years.
The government is recruiting 1,300 more trainees this year and promising ยฃ700 million extra funding by 2028/29, but critics say tech alerts wonโt magically fix slow response times if police and probation are still overstretched.

This is totally unjust the system is clearly not fit for purpose. He was also a premium account holder, he has received no help
