Using Iraq’s post-2003 intelligence sector as a case, the article asks a broader question in international politics: how institutions determine what knowledge becomes legitimate and actionable under conditions of political uncertainty. The analysis draws on historical institutionalism and 60+ elite interviews (2023–25).
