Senate's CLARITY Act cloture vote failed 49-50, short of the 60 needed to advance the bill.

This was a bill Trump himself had already signed off on regarding the ethics provisions the single toughest sticking point in the entire negotiation which means Republicans made the concession Democrats said they needed and still couldn't get a single Democratic vote to advance debate.

Sending a counteroffer only hours before a scheduled cloture vote isn't a serious negotiating move on a bill that had been in the works for months; it's the kind of eleventh hour maneuver designed to let a party say it tried to negotiate right up until the point it was too late for anyone to actually evaluate the offer.

Look at who is actually holding this up. The House passed it 294 to 134, the White House wants it signed, and Republicans have 53 votes ready. The seven Democrats needed aren't objecting to how crypto is regulated; they're demanding an ethics clause written to target one president, on a bill that has nothing to do with him. Every week Democrats spend polishing their poison pill pushes clean rules further out, and the exchanges, developers and investors who wanted certainty stay in legal limbo for another year.
