I’ve seen many people questioning the appointment of two Ministers of State under the same ministry, but to my understanding, this is what it means.
Traditionally, #Rwanda’s ministries have been structured with one Cabinet Minister supported by a single Minister of State. That model worked well when government sectors were more limited in scope and the volume of national projects was more manageable.
However, the Ministry of Infrastructure @RwandaInfra today is not a small or simple portfolio. It sits at the center of some of the country’s most ambitious development priorities, covering roads and transport systems, energy expansion, water supply, housing development, and large strategic infrastructure projects aligned with long-term goals such as Vision 2050.
In that context, the introduction of two Ministers of State under the same ministry is best understood as a strengthening of leadership capacity, not a structural confusion. It suggests that government is intentionally widening the top-level supervision of a very demanding sector.

Practically, this allows responsibilities to be divided across key areas. Instead of one Minister of State overseeing a very broad and technical portfolio, the work can be split, for example between transport and roads on one side, and energy, housing, or strategic projects on the other. This improves focus, speeds up decision-making, and strengthens accountability in delivery.

It also reflects the growing complexity and scale of infrastructure development in the country. As national projects multiply and timelines become more ambitious, governments often adjust leadership structures to ensure implementation keeps pace with planning.
In addition, the combination of leadership backgrounds and policy experience alongside technical and engineering expertise, points to a balance between strategic coordination and practical execution on the ground.
Ultimately, this should not be seen as an unusual duplication, but rather as a response to a heavier workload and a more ambitious national infrastructure agenda.

In simple terms, having two Ministers of State in one ministry means one thing: more focus, faster follow-up, and stronger capacity to deliver national infrastructure priorities. #Rwanda #Rwox
