#NightmareAlley is the smartest film I've seen in a long time. At the beginning when the geek eats the chicken I saw a representation of Saturn Devouring His Son by Goya. This is one of the instances which promises to discovering wonders when decomposing this movie. @RealGDT
In the context of draft #MPD2041 that recently closed for public comments, @Rajesvari7 and @hvpachisia argue for opening up spatial data generated through planning exercises to the public.(1/7)

By employing such measures, #GIS can continue to be used not only for tracking #COVID19 spread but also for monitoring and improving the delivery of #healthcare beyond the pandemic.

In this policy brief, @hvpachisia@kadambari_shah@IsalyneGe assess various geomasking techniques that can be applied to overcome such spatial privacy concerns without having to aggregate the data to a coarser unit of analysis.

Geomasking techniques and spatial privacy
Indian governments rightly used Geographic Information Systems (GIS) to track+battle the spread of #COVID19. But publishing maps with home addresses of patients infringes on their spatial privacy.

You can read the whole report here https://t.co/RZSw4vxLcV. The report was shaped by inputs from Ms. Anuradha Shankar & @MNReddi_IPS; co-authored by @vinkaps_ind, @_NehaSinha, @AvantiDurani, @priveda22 & @TveshaSippy; & facilitated by Inspector Rajni Tiwari. (n/n)
Key caveats of the report include non-random sampling and the non-routine context of COVID-19. The findings of the report should be read at the sample level. (9/n)
On autonomy, there was a balance between those who worked strictly as per orders & those who enjoyed some degree of discretion. Three-fourths managed lockdown violations by instructing citizens to go back home, while 9% resorted to using force & 6% imposed fines. (8/n)
On motivation, the report finds a strong sense of duty rooted in being a police personnel & a human being. Socialisation factors like training & inspiration from peers were also sources of motivation. For a majority, seniors created a positive & appreciative environment. (7/n)
Nearly 90% of those who communicated challenges & suggestions to seniors felt heard, & almost all who shared anxieties felt adequately supported. Some communication challenges included accessibility issues, lack of time to communicate, and behavioural & cultural factors. (6/n)
While almost two-thirds of respondents communicated challenges & suggestions to seniors, one-third communicated anxieties to them. Over half of the respondents communicated challenges & suggestions to their peers, and 71% shared anxieties with them. (5/n)
To understand this, we conducted a survey of constables on COVID-19 duty across Madhya Pradesh. 762 responses were received and analysed, effectively covering 1.6% of constables in Madhya Pradesh. Key findings are summarised below: (4/n)
Particularly, the report focuses on 3 elements—internal communication flows, #motivation factors, and the level of autonomy and discretion constables enjoy in performing their duties. (3/n)
The report sits within the unique context of the challenges the #pandemic posed for public service delivery. It seeks to understand the organisational factors enabling the constables—the largest proportion of #Police on the field—to deliver services. (2/n)
#ReportLaunch: @IDFCinstitute's report ‘Internal Communications, Motivation and Agency of the Police: A Survey of Constables on COVID-19 duty in Madhya Pradesh’ was launched last week by Shri Vivek Johri, @DGP_MP. https://t.co/l5JW29thE9 (1/n)
If you’re curious about police #budgets, we recommend reading this primer by @priveda22. The piece delves into the various buckets of the #Police expenditure budget at the Union level, and contrasts them across 2019-20, 2020-21 and 2021-22.

The new guidelines for Maps and Geospatial Data are a path breaking reform ending decades of regulatory inertia. It has completely liberalised the generation and usage of maps and made it possible for India to take advantage of future map technologies. https://t.co/8mQ33xLg8a
