They don’t fit the definition for either of the two words in the term “global regulation”

The notion that enforcement of a rule is someone’s arbitrary definition and not an extremely important part of a rule is crazy, “um actually maybe he didn’t mean the rule should be enforced” what are we even saying

If you’re saying every country should make an anti scalping law, I have bad news about the reality of coordinating that many governments
